I'm not a consultant who draws diagrams and leaves. I've spent 25 years writing production code — starting before C# was cool, back when ASP.NET Web Forms was cutting edge. Over that time I've built custom software for enterprises across finance, healthcare, logistics, and SaaS, led cloud migrations for companies moving billions in transactions, and rescued architectures from the trash heap.
Along the way, I noticed the same patterns of fragmentation everywhere — in every industry I touched. The same vendor lock-in traps. The same disconnected operational platforms, billing systems, and compliance tools, each one solving a real problem in isolation and creating three more at the seams. I started codifying solutions, building reusable integration patterns, and developing a repeatable approach to collapsing complexity.
That work turned into products — I've designed, built, and shipped full platforms end to end, not just advised on them. It's why my fractional CTO practice is grounded in real implementation, not theory: when I tell you an integration will take six weeks, it's because I've built that integration.
For 24 years I ran Plural Solutions, Inc., a custom software development firm built on C# and .NET. In 2026 I founded George Rios Consulting LLC to focus the practice where the demand moved: fractional CTO engagements, forward-deployed engineering, applied AI, edge and cloud development, and architecture advisory.
Most recently, I served as Tech Lead and Interim CTO at Catch Health, a health insurance marketplace serving 400K+ members, where I architected AI-powered compliance monitoring, built integration layers across corporate systems, and led the technical team through rapid growth.
